Labour market training
In labour market training, you can deepen your competence and study a new field, Finnish or entrepreneurship.
This service is available from 1 January 2025.
Labour market training develops your professional skills and promotes your employment. Labour market training is training organised by the employment authority. The employment authority and the training provider plan the training together. Employers can also participate in the organisation of labour market training.
Labour market training may be:
* training that increases professional competence and capabilities
* training to increase entrepreneurial skills
* integration training.
Labour market training is free of charge, so you won’t need to pay participation or examination fees. However, card and licence training may be subject to a fee.
If you are unemployed, you are entitled to the same unemployment security during labour market training that you get when you are unemployed. If you have agreed to labour market training in your employment plan or another plan replacing it, your unemployment security can be increased. This will be decided by the party paying the unemployment security – that is, by the unemployment fund or Kela.
If the costs of participating in the training are incurred, you can receive expense allowance for the days of participation. If you do not receive expense allowance from the party paying the unemployment benefit, that is, the unemployment fund or Kela, you can apply for discretionary expense allowance from the employment authority in your region.

How do I apply for training?

If you are unable to apply online, you apply by filling in the form “Application for labour market training”.
Before submitting your application, carefully read the admission criteria of the training programme you are interested in.
If you are an unemployed jobseeker, you can apply for reimbursement of travel and accommodation expenses from the employment authority when you travel for an admission event or aptitude test for labour market training, or visit the educational institution before starting labour market training if your disability or illness requires familiarisation with the accessibility and suitability of the educational institution.
To whom and under what conditions
You can be selected for labour market training if
* you have finished your compulsory education
* the employment authority has stated that you need training
* you are suitable for the training you are applying for and for the tasks for which the training provides skills.
If you are under the age of 20, you can only be selected for labour market training if it is not possible or appropriate to take on independent studies.
The employment authority organising the training decides on the selection of students. The employment authority will ensure that you meet the admission requirements for training. Interviews and applicable test methods can be used in student selection. The employment authority will give you a written decision on the outcome of the selection.
